¡ö IDEACTIVEJAPANN PROJECT Background
In the past, many Japanese companies were at the top of the world market capitalization rankings, with these companies playing a central role in the global economy. However, in today’s rapidly changing world, with advances in technology and globalization, the market capitalization of several overseas companies now exceeds the combined market capitalization of all listed Japanese companies. To improve Japan¡¯s economic situation for the better, the IDEACTIVE JAPAN PROJECT aims to provide everyone with the opportunity to contribute to “making an impact on Japanese society and the World, by empowering each and every individual in Japan.” With the combined and cumulative power of everyone¡¯s individual voice and action, the IDEACTIVE JAPAN PROJECT aims to transform Japan in the next 10 years.

In line with the mission of “building an ecosystem where everyone in the world can contribute to social value creation through the science of creativity¡±, ÐÒÔËÆåÅÆ will provide project participants with access to the “Design Thinking Test” and “ÐÒÔËÆåÅÆ forms”, services which incorporates proprietary technology that quantifies skills such as creativity and evaluative skills.

By using technology, the project will work to discover and nurture talents who can generate innovative and implementable ideas. By connecting these talents with the technology and developers who have the skills to realize those ideas, the project aims create a new ecosystem that seamlessly supports the creation of services that will revolutionize the world.

¡ö IDEACTIVE JAPAN PROJECT Overview
The project consists of 3 phases: Season 1 for creating ideas, Season 2 for developing those ideas, and Season 3 for supporting social implementation and commercialization.

Starting today, as Season 1 will commence, with the following programs being offered with the aim of creating 100,000 new business ideas.

The Idea Contest
As the first step towards turning ideas into businesses, participants are invited to ideate solutions to social issues in 6 categories: space, SDGs, entertainment, XR (metaverse), IoT and AI.
At this phase, the AI-powered online tool ÐÒÔËÆåÅÆ forms will be used. With more than 10,000 people simultaneously submitting ideas and engaging in mutual evaluation, this will be the largest scale idea co-creation performed in Japan to date. Teams that pass the first round of screening will receive free mentoring to develop their ideas into a business plan. In addition, the top teams in each category will receive various sponsorship prizes, including a cash prize of 10 million yen for the grand prize-winning team.

¡±Relations between design thinking scores and experiences of university students¡±
Regression analysis was conducted between the Design Thinking scores of university students and *data on their experience in design thinking to demonstrate the usefulness of the Design Thinking Test Scores in scoring “problem finding and solution creation skills”. As a result, a positive correlation was found between test scores and 2 types of experiences: first, long-term internships and practical work experiences involving problem solving; and second, participation in business competitions. This analysis verified the usefulness of Design Thinking Scores and demonstrated correlations with problem-solving experience that requires design thinking.

A study of this scale that measures design thinking skills is unprecedented. The fact that practical experiences such as long-term internships and business competitions correlated statistically significantly with design thinking scores, while classroom learning did not correlate to the same extent, provides quantitative evidence of what had previously only been observed through sentiment. This study supports the notion that the Design Thinking Score itself is also useful for measuring design thinking experiences and skills.

While the importance of design thinking has been recognized around the world, there has been little discussion about methods to improve and measure a such a broad range of skills. This paper confirms that the Design Thinking Test can be a powerful tool for this purpose. We hope that the test will contribute to the spread and development of design thinking and, consequently, to the discovery and skill development of many innovators.

The Design Thinking Test is a tool that objectively scores an individual’s creative ability, that is, the ability to discover essential issues and create solutions. Until now this has been difficult to measure quantitatively, given the demand for value-creating human resources who can create new value even in times of rapid change. This is the first tool that has succeeded in objectively scoring an individual’s creativity.

“What is UC Berkeley¡¯s Sutardja Center for Entrepreneurship and Technology?
The Sutardja Center is one of the leading centers for technology entrepreneurship education in the US. In addition to teaching 40+ courses on entrepreneurship and innovation topics, the Center sponsors a unique, intensive two-month entrepreneurship program during the summer designed primarily for undergraduate and graduate students at UC Berkeley. The program attempts to teach the skills necessary to take the first steps toward becoming an entrepreneur, with a specific emphasis on developing an entrepreneurial mindset and design thinking.

Outline of Implementation
The Design Thinking Test was conducted before and after the program in order to measure the effect of teaching and fostering design thinking skills among students participating in a two-month entrepreneurship development program at UC Berkeley¡¯s Sutardja Center.

Implementation Results
We were able to see a marked difference in the 32 examinees before and after the program. Overall, the average design thinking score increased by 7%, and the percentage of top scorers increased from 25.7% at the beginning of the program to 40.1% at the end. The number of ideas generated increased by an average of 20%. At the end of the program, some of the top students doubled their number of ideas, while others scored higher due to improved quality of ideas despite a slight decrease in the number of ideas.

¡ö What is ¡°Start Next Innovator 2021¡± program?
Since 2015, the ¡°Start Next Innovator 2021¡± program has supported over 100 innovators and entrepreneurs who: assimilate the mindset, knowledge and skills that are considered necessary for innovators; have a firm resolution to break existing frameworks to solve important challenges which cannot be solved by a single person; and motivate themselves to continue to take on challenges or take actions. The program includes several months of training in Japan and Silicon Valley, where design thinking and other methodologies are used in practical training activities by lead lecturers and over 80 mentors from both Japan and abroad.

¡ö Outline of Implementation and Results
The Design Thinking Test was taken by about 100 participants at the beginning of the program. This year¡¯s program was aimed at entrepreneurs and managers engaged in new business creation activities. In comparing the first program participant test scores with average workforce scores, *it was found that the incidence of SS and S ranks, i.e., top 5% of examinees, was 7 times higher among program participants. Of the “Creation Score” and “Evaluation Score” which make up the Design Thinking Score, the “Creation Score” was particularly high. Furthermore, the number of ideas generated was approximately 1.5 times more than the average of a similar participant group, with the ideas also receiving high evaluation scores.
A clear correlation between the quantitative assessment of the participants design thinking skills at the start of the program was confirmed. We plan to further verify these results by having the program participants take the test at the end of the program.

¡öComments from Mr. Isoo of WiL ¡°Start Next Innovator 2021¡± Program
Looking at the top scorers, it is clear that many program participants were able to ask perceptive questions and make smart comments during the training program. These participants were characterized by their ability to understand the content of the programme, ask the right questions and make the right comments in the right context, based on awareness of the issues and empathizing with the other participants. The correlation between the qualitative problem-solving skills of the participants and their design thinking scores was very convincing. Although we had a sense of participant skill improvement through conversations during the program, we felt that the Design Thinking test proved as a useful tool in quantitatively scoring performance in terms of creativity.

Of the 387 entries for 2021, 20 companies were awarded in the professional category in the first selection round. Furthermore, after a voting process by 200,000 HR professionals nationwide and a final selection by the committee, the Design Thinking Test was selected as the representative HR product for 2021.

The Digital HR Competition 2021 is a competition by tech companies to solve Japan’s HR challenges. The digitalisation of the labour market, which has previously been focused on analogue methods, is now being driven by technology and the need to solve business and social problems. However, we are yet to see examples of this being translated into actual results. In line with Schumpeter’s words that “innovation is the execution of new combinations’ ‘, the People Analytics & HR Technology Association has organised this event to help solve this problem by learning from and improving with one another across disciplines.
